D. Michael Schloss

D. Michael Schloss received his undergraduate degree in Political Science at the University of South Florida, in 1980, and his law degree from Mercer University, Walter F. George School of Law in 1984.
Mr. Schloss served over 12 years as the District General Counsel for the Florida Department of Transportation (FDOT), District Six, in Miami, Florida. He has particular expertise in government procurement and contracting, joint development of public transportation systems, access management, eminent domain litigation, Sunshine law, public records law, employment disputes, administrative proceedings, and road and bridge construction. He has worked extensively with all levels of government including city, county, state and federal, as well as with local water management districts and port authorities. In addition to handling state and local government matters, Mr. Schloss was responsible for the day-to-day management of the District legal office for Miami-Dade and Monroe counties.
Mr. Schloss’ legal experience also includes legislative and administrative rule drafting. He served as legal counsel to the FDOT on competitive selections of goods and professional services, and on all phases of developing major transportation facilities, including financing, planning, public involvement, environmental assessment and permitting, engineering design, surveying and mapping, right-of-way acquisition, construction and maintenance. He was responsible for all litigation and transactional legal work for the agency in Miami-Dade and Monroe Counties.
During his tenure as General Counsel, Mr. Schloss has provided legal services and oversight on several major transportation and real estate development projects, including the $1.4 billion dollar Miami Intermodal Center (MIC) currently under construction, the $1 billion dollar Port of Miami Tunnel Project, and all other State transportation projects in the district. His legal responsibilities have included managing and directing the work efforts of expert witnesses and consultants for these projects, including attorneys, financial analysts, real estate appraisers, civil engineers, traffic engineers, drainage engineers, architects, land planners, CPAs and market analysts. He also managed the legal review of all district agreements, contracts and real estate conveyance documents.
Mr. Schloss is a veteran of the armed forces of the United States. He and his wife Omayra live in Plantation, Florida, with their children, David and Jonathon.
