Paul Sexton

Mr. Sexton received his B.S. from Florida State University in 1974 and his J.D. from the University of Miami School of Law in 1977. He has been a member of the Florida Bar since 1977, and is a member of the bars of the United States Supreme Court, the United States Court of Appeals for the Fourth Circuit and the District of Columbia Circuit, and the United States District Court for the Northern District of Florida. He is a member of the Florida Bar’s Administrative Law Section.
Mr. Sexton’s areas of practice are concentrated in transportation law, utility law, employment law, and contract law. During his career, Mr. Sexton’s practice has spanned a broad spectrum of Administrative and Governmental Law issues.
Mr. Sexton served as Staff Counsel and Associate General Counsel for the Florida Public Service Commission from 1977 through 1986, representing the Commission in complex administrative proceedings and before state and federal trial and appellate courts. He advised the Commissioners on matters involving utility regulation and administrative procedures, as well as statutory and constitutional issues.
Mr. Sexton left the Commission for private practice in 1986, practicing in the areas of administrative and appellate law, and represented clients before the Commission, the Division of Administrative Hearings, and the appellate courts. Mr. Sexton’s clients have included electrical cogenerators, major industrial electric and gas customers, telecommunications companies and water and sewer companies.
In 1992, Mr. Sexton returned to government service in the Office of the General Counsel of the Florida Department of Transportation, representing the FDOT in a wide variety of administrative proceedings. In 1994, he was appointed Chief Counsel for the Administrative Law Division, supervising a staff of eight attorneys and providing counsel to the Secretary and Assistant Secretaries of the FDOT, as well as key offices throughout the FDOT. He served in his capacity as Chief Counsel for the FDOT until 1998, when he left the Department and joined the Firm.
Mr. Sexton and his wife, Bobbi, live in Tallahassee, Florida.
